All you need is a computer and an internet connection.
As a developer you need to have the following software to publish an ecard:

Images
  * Macromedia Flash version N or above.

  * Adobe Photoshop version N or above.
You can use images directly from your computer as .jpg, .gif, or .png files for photo ecards. For Video ecards, the file type should be .MP4. Check out the  dimension guidelines for the sizes that you want your ecard to appear. You can also use image editing software such as Photoshop, GIMP, MSPaint and IrfanView to edit your images.
  * Adobe ImageReady version N or above.

  * Loader file version N or above.
Music
  * CakeWalk version N or above.

  * Sound Forge version N or above.
You can upload .wav and .mp3 files as the background music to your ecard. The music file size should be within 5 MB. You just have to own the copyrights to the music or sound file you’re uploading. You can even record your voice and put it in your ecard!

You may also opt to upload the image without music; just leave the music field blank when you are uploading your images.
